King George V created these honours during World War I to reward services to the war effort by civilians at home and servicemen in support positions.

Commander of the Most Excellent Order of the British Empire is awarded for having a prominent, but lesser role at national level, or a leading role at regional level.  This Order can also be awarded to those making a distinguished, innovative contribution to any area.
